- [Monitoring Evaluation & Learning (MEL)/Management Information Systems (MIS)](http://nsrlm.nagaland.gov.in/monitoring-evaluation-learning-mel-management-information-systems-mis/): DAY-NRLM is process intensive and therefore at various levels, it would constantly review, assess and learn from the qualitative and quantitative progress achieved. The primary objective of NRLM’s MEL/MIS framework is to institute a comprehensive system ofevidence-based decision-making process, of both strategic The MEL components are alsoexpected to facilitate evaluation/assessment of the ‘net’ contribution of the Mission towardsrural poverty reduction, livelihoods promotion, empowerment, quality of life and well-being ofthe poor. Given the scale and diversity of the Mission, which is geographically dispersed andinstitutionally decentralized, a comprehensive MEL has been provided with the followingMonitoring mechanisms. In line with the DAY-NRLM guidelines, the following various mechanisms for monitoring are in place –
- [Procurement](http://nsrlm.nagaland.gov.in/procurement/): The procurement of goods, civil works, non-consulting services and services will be integral to the implementation of NSRLM at State, District and Sub-District (Block) levels. NSRLM has adopted the DAY-NRLM Procurement manual which sets forth the procurement policies and procedures for the guidance of all personnel involved with procurement responsibilities, with the aim of ensuring that programme resources are properly managed and safeguarded. The Manual aims to achieve economy, efficiency and transparency in the implementation of the project, including the procurement of the goods, works and services involved; and ensuring that all eligible bidders are provided the same information and equal opportunity to compete in provision of same.
- [Human Resources](http://nsrlm.nagaland.gov.in/human-resources/): The diversity of the State in terms of socio-geo-political context, represented by 16 different major tribes speaking more than 20 different dialects, is sensitive and challenging, and therefore poverty alleviation programs need to be inclusive in nature covering all Districts. It is in this backdrop that the State Mission ensures that the best human resource (indigenous tribe representation) is tapped from the respective community for effective dissemination of the program. The staffing pattern(s) at various levels is based on geography, number of blocks, population spread, implementation strategy and phasing. Also towards communitization, NSRLM inducts Community Resource Person as staff in support structures at the Resource Blocks, without reference to their formal qualifications.

Thus, NSRLM facilitates building bridge for universal access to affordable cost-effective reliable financial services to the poor through their SHGs and their federations. These include financial literacy, bank account, savings, credit, insurance, remittance, pension and counselling on financial services.

Thrilongla Sangtam is from Longthonger Village, the President of Zitsi SHG. She has 5(five) children,three boys and two girls. She joined SHG in the year 2013. Her husband is a missionary. According to her, joining SHG was a boon for her and her family.The reason why is because, the loan received from the group has helped her in sending three of her children to college. Another reason why is because,back in the year 2016, one of her son was seriously ill and during that time of hardship, she spend a huge amount of money for her son’s treatment.However, she also received a lot of financial help from her friends and relatives but the major help she got was from the loan that she received from the SHG.Further, that same year her son fell ill again. On seeing her hardship, the VLO without any interest gave her an amount of Rs. 5000 from the VRF.Further in the year 2017, her husband had stroke and even during that time of hardship she was able to avail the loan that the SHG offered.She tookaloan of Rs 25000/ for her livelihood purpose with this amount she is rearing two pigs which she bought from the loan that she received from SHG.The two pigs that she reared gave birth to 11 and 8 piglets each. The loan she received was able to help her meet her other requirements/needs.Such as, buying furniture to built her kitchen and also helping her parents who live in another village far from where she lives and also sometimes runs a second-hand clothing business and wholesale product. At present she can proudly said that her income is Rs 4000 to 4500 per month.In conclusion, her thoughts on joining the SHG was that, she felt fortunate to be a member of the group as it has helped her family and everyone around in so many ways. She further said that the members of the group had confidence in her because she always repaid the loan on time. She also share her experiences with other people and encourages that her message to the people is that, joining SHG is always a boon because it helps us in uplifting our livelihoood.

After her parents expired, her grandparents look after her till Class IX only due to financial problem, being from poor family and so she decided to go for a daily wages at the age of 19. After the year she got married in a poor family and born two beautiful kids and there she suffer another problem to manage her two kids like Education, Dressing, Food and also maintenance of her own family. She and her husband have strong determination to go for daily wages.So, they have to work hard in other field for the survival of their family, even working for day long they bothcould earns only 100/- per day that was not enough to look after kids and for their living.Many a times they could not earn their daily wage because of their poor health. Some time they could not manage to give school fees for their children education.

She has been deprived of her mother’s love at a very young age. Her mother had passed away leaving behind 5 daughters and 3 brothers and their father. Since then, being the eldest in the family she had to take the role of her mother, go to her village school and study and at the same time look after the household chores. She and her father go for wages whenever they get wage labour apart from cultivation of paddy and vegetables and looks after the family. At present, there are 5 siblings in the family along with their 80years old ailing father in the village. Being engaged most of the time at home, she hardly gets time to go out and share, talk with others in the society. With support from the NEPED project in her village she joined Thenukezhie Krotho Self Help Group. SHG has come in as a companion, comforter and her support. Since then, there was no turning back but to be with her SHG.

At the age of 23, she was married to MasabaAo, who is a painter by profession. In search of better life opportunities and better education for their children, they shifted to Indisen village Dimapur. Being a painter, her husband could not earn much. So she decided to form an SHG along with like minded friends from her village. On 12 January 2006 she successfully formed Penzular SHG. Initially it was difficult journey for their SHG as it was completely a new concept for them. They faced a lot of problems even while opening bank account, they also visited various Department in search of financial aids and support. During their visits, Horticulture Department provided them training on Vermi composting and dry flower making, but unfortunately it could not provide them much profit due to various problems like market linkage, branding and packaging.

Therefore, NSRLM organizes all poor households into aggregate institutions of the poor that provide them with voice, space and resources. These platforms ‘of the poor’ and ‘for the poor’ partners with local self-governments, public service providers, banks, private sector and other mainstream institutions to facilitate delivery of social and economic services to the poor.

NSRLM has adopted the DAY-NRLM Procurement manual which sets forth the procurement policies and procedures for the guidance of all personnel involved with procurement responsibilities, with the aim of ensuring that programme resources are properly managed and safeguarded. The Manual aims to achieve economy, efficiency and transparency in the implementation of the project, including the procurement of the goods, works and services involved; and ensuring that all eligible bidders are provided the same information and equal opportunity to compete in provision of same.
